Can you link neighborhood decay to the absence of leadership in St. Louis? That would serve the community better than just pointing out that neighborhood decay exists. I mean, like, duh.
It is easy to turn a neighborhood around. All you need is leadership on the local level that assumes responsibility. The assumption of responsibility is the first step. Our elected leaders not only do not have a clue, but they really do not want people to assume responsibility. So they spend their time jacking their jaws, pretending that they are making good progress. Well, folks, guess what? They are not. Look at the pictures.
